Bilingualism/Biculturalism (Bi-Bi) is a philosophy of deaf education that emphasizes recognizing that Sign Language (in Kenya, Kenyan Sign Language) are deaf people's first language. Sign Language is the main means of instruction and is kept separate from spoken languages.
Deaf students are first encouraged to learn sign language naturally-from parents, Deaf adults and other Deaf children. After developing fluency in the first language, Deaf children will better be able to understand a second language. (In Kenya, the second language is usually English.) Emphasis is put on reading and writing the second language. If students are interested and capable, they can undergo speech instruction.
